Urge ED to Issue Guidance on Early Learning in ESSA (v. 3)

As strong proponents of early childhood education, we write to urge the Department of Education (ED) to issue guidance to states and school districts regarding the early learning provisions of the Every Student Succeeds Act (ESSA).
