The Experimental Program to Stimulate Competitive Research (EPSCoR) was first authorized by Congress in 1978 with the potentially noble goal of redistributing federal research dollars into states that did not get their “fair share” of research dollars. 
However, because the “fair share” was determined on a per state basis rather than a
per capita basis, it has devolved into just another program that steers money into states that already get far more than their fair share of federal spending.

increases in drug overdose deaths in recent years. The number of deaths from heroin overdoses has more than tripled since 2010. Yet according to the Substance Abuse and Mental Health Services Administration, in 2014, less than 12 percent of the 21.5 million
Americans suffering with a substance use disorder received specialty treatment. We would not accept treatment rates this low for other diseases.
