Both the House bill, H.R. 3080, and the Senate bill, S. 601, include fundamental changes to the environmental review process for the development of water resources projects by the Corps of Engineers (Corps). I understand the stated purpose of these provisions is to facilitate project delivery; however, I believe these provisions are premised on a misperception that the study review process is the leading cause of project implementation delay.
