End the Advanced Technology Vehicles Manufacturing (ATVM) loan program

March 21, 2016

In December 2007, Congress passed the Energy Independence and Security Act (EISA), which made the nation’s corporate average fuel economy standards more stringent by requiring significant increases by 2020 in the fuel economy of newly manufactured passenger vehicles being sold in the United States. In addition, EISA authorized the Advanced Technology Vehicles Manufacturing (ATVM) loan program to provide up to $25 billion in loans (loan authority) for projects to produce more fuel-efficient passenger vehicles and their components. The fiscal year 2009 continuing resolution appropriated $7.5 billion to the Department of Energy (DOE) to support the program’s direct loans to manufacturers of passenger vehicles and their components by paying the credit subsidy costs of the loans.

Another Bill to Weaken the Clean Air Act: Oppose H.R. 3797, the SENSE Act

March 15, 2016

Today, the House will consider H.R. 3797, the “Satisfying Energy Needs and Saving the Environment Act” or “SENSE Act.” This is another in a string of unnecessary bills aimed at weakening environmental and public health protections under the Clean Air Act. The SENSE Act would undermine two important rules – the Cross State Air Pollution Rule (CSAPR) and the Mercury and Air Toxics Standards (MATS) rule – by giving special breaks to power plants that use waste coal to generate electricity.
