Cosponsor the bipartisan H.R. 4607, Amending the Estuary Restoration Act

The Estuary Restoration Act (ERA) of 2000 authorizes the Secretary of the Army to carry out a cost-shared program in order to restore estuary habitat. However, since 2004, 15 ERA grant proposals that were accepted for funding by the United States Army Corps of Engineers (USACE) were terminated after several years of engagement with local stakeholders. Many of the projects have similar reasons for termination, including the requirement to sign an indemnification agreement, concerns over ownership of the land on which the project was being completed, and length of the process.
