Take Decisive Action to Manufacture Medical Supplies

The news that the Trump Administration will finally begin using the Defense Production Act (DPA) to direct General Motors and Ventec to mass produce ventilators is an important but first step, but additional action is required to ensure our hospitals and
health care workers are not left on the front lines without the proper gear, or fighting against each other in a bidding war for supplies.

The bipartisan Coronavirus Aid, Relief, and Economic Security (CARES) Act explicitly provides the Treasury Department with the authority to provide payments to seniors receiving Social Security retirement benefits and to individuals receiving Social Security
disability benefits, even if these individuals do not file tax returns. Unfortunately, though, the Internal Revenue Service (IRS) published guidance this past Monday indicating that the agency will require Social Security beneficiaries, Supplemental Security
Income (SSI) recipients, and veterans receiving pensions to file 2019 tax returns to receive stimulus payments.

and treat COVID-19 cases in order to minimize loss of life.
