Dear Colleague:

I invite you to join me as a cosponsor of H.R. 4843 the Susan Harwood Training Grant Program Authorization Act. This program, administered by the Occupational Health and Safety Administration (OSHA), provides grants to non-profits, community organizations,
employer associations, labor unions, educational institutions, and state and local governments to provide training and education programs to create safer workplaces.

OSHA created this grant program in 1978 under the name New Directions. It was then renamed in 1997 in honor of the late Susan Harwood, a long-time OSHA official responsible for developing protections against bloodborne pathogens, cotton dust, benzene, formaldehyde,
asbestos, and lead.

Today, Susan Harwood grants fall into three categories: Capacity Building Grants, Targeted Topic Grants, and Training Materials Development Grants. Funding for these activities is essential to prevent unsafe working conditions and to inform workers of their
rights and employers of their responsibilities under the Occupational Safety and Health Act.

While this program has operated at OSHA’s administrative discretion, this bill would provide an explicit legislative authorization for the program to ensure employers and employees continue to benefit from the improved safety and awareness Susan Harwood
grants facilitate.
