Dear Colleague,

Please join me in urging House Leadership to provide funding for mortgage relief in the next COVID-19 legislative package.  In the wake of the global pandemic, our homeowners desperately need assistance to help make ends meet.

As I’m sure you are aware, this pandemic has adversely affected many facets of American life.  Americans are all taking the necessary steps to protect each other’s health and safety, and our families are experiencing unprecedented job interruptions, unemployment,
and increased pay uncertainty. As we continue to face this pandemic, Congress must act to keep Americans in their homes as this National crisis ensues.

In order to address these challenges, I am urging the establishment of a Homeowner Assistance Fund to aid homeowners across all 50 states, DC, and U.S. territories. The funds authorized would support programs delivering relief to struggling homeowners through
mortgage payment assistance, principal reduction, reinstatement of mortgages following a period of forbearance, and utility payment assistance.  Given recent and dramatic surges in unemployment claims, this bill provides an essential resource to keep families
in their homes and stabilize communities throughout the enduring effects of this crisis.

Dear Speaker Pelosi and Leader McCarthy:

We are asking for your very valuable help in getting desperately needed funding to our 50 states and the District of Columbia, as well as Puerto Rico, Virgin Islands, and Guam territories to help millions of our hardworking American homeowners who have lost
their jobs, through no fault of their own, pay their home mortgages and their electricity, water, and gas utility bills. 

In order to address these challenges, we need to include in the next stimulus bill a state and territories homeowner mortgage and utilities assistance fund.

We are asking for $75 billion in funds, which will be administered by the states and territories. These funds will be used to provide homeowners with mortgage payment assistance, principal reduction, reinstatement of mortgages following a period of forbearance,
and utility payment assistance.

As we all know, homeownership is the foundation of both a family’s economic security as well as state and local government economic security through the homeowner’s property tax payments. We are working with legislative counsel to prepare the appropriate
legislative language to be inserted into the next stimulus bill to get this critical funding to our 50 states, and the District of Columbia, as well as Puerto Rico, the Virgin Islands, and Guam territories.

We deeply thank you, very much, for helping us get these funds in the bill so we can keep our American families in their homes and their water, electricity, and gas on.
