Letter Supporting GAO’s Recommendations for Better Implementation of the National Biodefense Strategy

Dear Colleague:

Please join me in a letter to Health and Human Services (HHS) Secretary Azar urging full implementation of the Government Accountability Office’s (GAO) recommendations to ensure successful long-term implementation of the National Biodefense Strategy.

In February, a GAO report outlined challenges hindering long-term implementation due to the absence of practices to change management, methods to analyze data, and necessary documentation for joint decision-making.
GAO recommended four actions to mitigate these challenges, to which Secretary Azar concurred. Measures taken by HHS begin to address two of the recommendations, and we urge the Secretary to continually pursue these corrective measures.

COVID-19 has made our nation aware of the need to prepare for natural, accidental, and deliberate biological threats. While we must focus on the crisis at hand, our country must also be forward thinking to ensure that fluid and successful whole-of-government
processes are in place to combat future threats.
