I invite you to cosponsor the Domestic Violence Public Health Emergency Guidance Act. This important legislation would require the Attorney General to provide
guidance to assist state, local, and tribal law enforcement agencies as they address increases in incidents of domestic violence exacerbated by the COVID-19 public health emergency and stay-at-home orders.
Stay-at-home and shelter-in-place orders, coupled with job loss and economic angst, has created a volatile situation where victims are forced to stay home with
their abusers. Several state and local law enforcement agencies reported an uptick in domestic violence calls. In March alone, Virginia saw a 76 percent increase in calls to domestic violence emergency hotline numbers and 1,000 additional people sought overnight
shelter from domestic violence. Our brave and devoted law enforcement officers on the frontlines of responding to these calls need additional support and resources to adequately respond to these challenges.
The Domestic Violence Public Health Emergency Guidance Act would direct the Attorney General to work in collaboration with the Department of Health and
Human Services and relevant law enforcement and domestic violence stakeholders to issue guidance, outlining best practices and resources, to state, local, and tribal law enforcement agencies, with a unique focus on addressing domestic violence effectively
while limiting potential exposure to COVID-19.
Law enforcement officers are often the first responders to domestic violence incidents and play a vital role in how we address this issue that has become far too
common to far too many women and men in our country. During this time of crisis, I invite you to cosponsor the Domestic Violence Public Health Emergency Guidance Act to provide law enforcement with the guidance, resources, and tools needed to address domestic
