I have introduced the Hmong and Lao Refugee Deportation Prohibition Act of 2020
(H.R. 6034) to stop the Trump administration from deporting individuals with Final Orders for Removal to the Lao People’s Democratic Republic (Lao P.D.R.) for 72 months and have their immigration cases reassessed. The Trump administration is
currently negotiating with the Lao P.D.R on a repatriation agreement that would affect more than 4,700 individuals nationwide. The Lao P.D.R. is a communist state that does not currently have an official deportation agreement with the U.S. or extradition treaty.
Since 1975, nearly 200,000 refugees from the Lao P.D.R, including persons of Hmong, Lao, Khmu, and Mien or Yao descent, have been resettled in the U.S. Most fought or assisted U.S. forces during the Vietnam War at great personal cost, including the loss of
their homeland. It is a betrayal of trust and honor for the U.S. to deport the Hmong and Lao veterans and/or their family members who aided U.S. forces and CIA in the war in Indochina.
Refugees deported back to the Lao P.D.R. will be at risk of being targeted for human rights abuses as a result of historic support for U.S. anti-communist policies. A 2018 Department of State Laos Human Rights Report states, “…police and security forces
committed human rights abuses with impunity.”
Our Hmong and Lao communities are success stories of remarkable economic and social contributions to America. Deporting any refugee of Lao descent back to the Lao P.D.R will tear apart families, hurt communities, and betray an American commitment to the
courageous Hmong and Lao heroes who fought to protect American soldiers in Indochina.
