Sending Office: Honorable Sheila Jackson Lee
April 2, 2020
I invite you to become an original sponsor of the Unemployment Assistance for Individuals Impacted by Pandemic Act, to make permanent access to unemployment benefits for employed persons whose income is impacted by a declared public health emergency.
The Unemployment Assistance for Individuals Impacted by Pandemic Act would make permanent changes in unemployment compensation to provide for workers impacted by this or any future pandemic. The pace that this pandemic as set—required that the House take
extraordinary measures to ensure protections for the American people. This bill acknowledges the reality that this may not be the last time our nation must face, with little warning, a contagion as a threat to public health.
This bill expands the uses of the Stafford Act emergency unemployment provisions to include Public Health Emergencies. which provides income for employed persons who do not have employer-provided paid sick or family medical leave. The bill provides for pay
if a minor age child’s place of education or care is disrupted due to the public health emergency or for people who are the primary caregiver for a vulnerable person at the time of the declared public health emergency.
The duration of this benefit is the Public Health emergency and will serve to support adherence to self-isolation or quarantine that are essential to stopping the spread of a highly contagious illness heretofore not encountered by modern medicine.
To be an original sponsor of the Unemployment Assistance for Individuals Impacted by Pandemic Act, please contact Lillie Coney, my Policy Director at

Very Truly Yours,
Sheila Jackson Lee
