Dear Colleague,

As members with interest in hypersonic technologies, we respectfully request your continued support for railgun technologies as you prepare the Fiscal Year 2021 Defense Appropriations bill. The Department of Defense and the Military Services use these funds
to maintain our technological superiority and to prepare for tomorrow’s fight in the joint battlespace.

The electromagnetic railgun will truly transform naval power projection. This game-changing technology can rapidly launch hypervelocity projectiles (HVP) capable of precision strikes at a range of more than 100 miles, all without the need for combustible
propellants or motors. Ships deploying with this system will have longer ranges, deeper magazines, and lower cost-per-shot. The Navy’s FY21 budget request reflects a strategy to extend the service life of its destroyers and push back the purchase of its first
new large surface combatant by at least two years to 2025.  An additional $50 million will allow for the integration of a prototype mount to outfit the railgun system onboard the US Navy’s new large surface combatant. A multi-mission railgun weapon system
on the large surface combatant will provide capabilities like long reach, high energy on target, variable shot-to-shot muzzle velocity, and deep magazines to cost effectively combat emerging land, sea, and air threats. Therefore, we urge your support for an
additional $50,000,000 to program element 0603801N, project 2481 Electromagnetic Railgun.

As part of the U.S. Army’s modernization strategy, there is an increased emphasis on the need for long range precision fires (LRPF). The Army identified the HVP as a solution to overcome the operational challenges posed by an anti-access area denial threat
environment. The integration of HVP and the Army’s 155-millimeter Howitzer will provide a highly maneuverable LRPF asset to defeat time critical targets. Therefore, we urge your support for an additional $20,000,000 to program element 0603464A, Long Range
Precision Fires Advanced Technology.

Our military services need next-generation capabilities like the electromagnetic railgun and HVP now to address the rising number of threats to our nation. We urge you to include additional funding for continued investment in the research and development
of these technologies in fiscal year 2021. Thank you for your consideration of this request.
