We ask that you join us as a cosponsor of H.Res.810, commending the achievements of the IRS’s Free File program. As co-chairs of the House Free File Caucus, we have personally seen the vital contributions that the Free File program has made in our communities.

The Free File program is an innovative public-private partnership between tax preparation software companies, the IRS, 22 states and the District of Columbia offering free online tax preparation and e-filing services to low- and moderate-income taxpayers
at no cost to the government.

Since 2003, over 51 million American taxpayers have filed their taxes for free through Free File, saving them over $1.5 billion in tax preparation fees. A recent independent study over the Free File program states that this critical public-private partnership
provides “substantial” benefits and that without this partnership, the “IRS would sustain prohibitive costs in funding such a program itself, with the added risk of competing with a highly competitive private sector.”[1]
For these reasons, the Free File program has been highly effective and efficient in providing the public with much-needed assistance in filing their taxes.

With over 100 million taxpayers eligible for Free File each year, we believe it’s important to ensure that all qualified taxpayers are aware of this free service. Free File also complements other free tax preparation services like Volunteer Income Tax Assistance
Program. Together, these initiatives promote the welfare of our nation’s most vulnerable populations, such as the elderly, the disabled, and limited English-speaking taxpayers who need assistance in preparing their own tax returns.
