Dear Colleague,

All too often Americans pause to reflect and pray for the families of victims of mass shootings.  From 2009 to 2017, there were at least 173 mass shootings in the United States.  These tragic events capture our attention, prompting many advocates to join
together to demand action to prevent future tragedies. Yet, communities around the country continue to be plagued by gun violence. Roughly 100 Americans are killed by guns every day.

As recently as the 1980s, most local governments across the United States were able to enact measures to address firearm safety.  However, beginning in the 1990s, to appease the increasingly powerful gun lobby, many states began passing laws to prevent local
municipalities from taking actions to prevent gun violence.  In extreme examples, lawmakers face steep fines for proposing and passing higher standards for gun violence prevention efforts. 

The current situation is unacceptable and it must end now.

There are different cultures around gun ownership and use around the country.  Local governments should be empowered to address their needs without fear of repercussions. For this reason, we introduced H.R. 3435, the Local Public Health and Safety Protection
Act. This legislation would provide grants to States that allow local jurisdictions to act on the needs of their communities by implementing high gun violence prevention standards for:

  • background checks
  • licenses for carrying, transferring, or purchasing firearms
  • the sale of ammunition
  • safely storing firearms
  • the transfer of unusually dangerous firearms
  • the discharge of firearms in public parks and other places


  • straw purchasing of firearms



As a result, communities with high rates of injuries and death due to gun violence will be able to take some necessary, common sense measures to make their streets safer.
