The America Wins Act:

  • Reduces greenhouse gas emissions by 52% in ten years, laying the groundwork for zero emissions by mid-century.

  • Invests $1.2 trillion in needed infrastructure.

  • Invests $44 billion in clean energy research.

  • Focuses on climate justice by providing assistance to coal-dependent and underserved communities, including pension assistance and green jobs training.

Dear Colleague,

Please join me in becoming a cosponsor of the America Wins Act, which will tackle our climate crisis by putting a tax on carbon pollution, ramping up investment in clean energy, and dedicating $1.2 trillion towards rebuilding the nation’s infrastructure.

Reduces greenhouse gas emissions:

The climate crisis poses an unprecedented threat to our nation and our world. Action must be taken in order to ensure that we drastically decrease our carbon emissions in a way that supports the communities that have been most impacted. By implementing a
tax on carbon at an initial rate of $52 per ton emitted rising 6% above inflation annually, the United States will exceed our Paris Climate Accords commitment.

The America Wins Act raises an estimated $2.3 trillion over 10 years through an upstream tax on the carbon-content of fossil fuels such as coal, oil, and natural gas.  Rebates to lower- and middle-income Americans will ensure that the majority of Americans
are not left behind by rising energy costs.

$1.2 trillion in needed infrastructure:

Our nation’s infrastructure is crumbling.  In total, the American Society of Civil Engineers gives the state of our infrastructure a grade of “D+” and estimates that all levels of government will have to invest an additional $2 trillion over the next decade
if we’re going to avoid falling further behind. Across the board, these deficits are more present in disadvantaged communities.

From schools, healthcare, housing, roads, bridges, tunnels, transit systems, rail, airports, clean drinking water, levees, and broadband, this legislation will transform the country to one that is more resilient, more equitable, and more ready for a 21st
century economy.  In every state and every Congressional district, there badly needed infrastructure projects that are stuck sitting in the pipeline because of a lack of funding.  The America Wins Act will make these types of projects a reality. 

Billions in clean energy and climate change research:

In order to confront climate change, the federal government must invest in clean energy technologies. Additionally, we must also ensure the resiliency of critical systems, including our food and healthcare. The AWA includes mandatory funding to ramp up our
investment in clean energy research and climate change mitigation programs at the NIH and USDA.

Focuses on climate justice:

The America Wins Act dedicates $70 billion in assistance to carbon-intensive communities and communities most impacted by climate change and carbon pollution. The bill also ensures that the full health and environmental impacts on frontline communities are
considered when funding projects.

The America Wins Act recognizes that the enormous challenge of climate change presents us with an extraordinary opportunity to rebuild our infrastructure, invest in our communities, and to provide new jobs and economic opportunities to millions of Americans.
