Dear Colleague:

Please consider signing the below letter to the House Transportation and Infrastructure Committee requesting that the small start total project cap and federal assistance cap be raised in the upcoming surface transportation reauthorization bill.

The Capital Investment Grant program has generated regional economic benefits, attracted businesses to project corridors, connected workers to job centers, and relieved congestion. The program has three components: New Starts, Small Starts, and Core Capacity.
The small start program is available for projects with a total project size of less than $300 million and total requested federal assistance of less than $100 million.

However, since the FAST Act was passed in 2015, cities and states are seeing higher transit project costs due to inflation, rising construction costs, and a tight labor market. This letter requests that the total project cap for the small start program be
raised from $300 million to $400 million and that the federal assistance cap be raised from $100 million to $200 million.
