H.R. 5375 – the E. Cooper Brown Ocean Clean Energy Act of 2019. The legislation provides a 15% Investment Tax Credit for Sea Water Air Conditioning (SWAC) and resumes the tax credit for Ocean Thermal Energy Conversion (OTEC). Clean energy technologies
will help us address some of the most pressing energy production, energy consumption, and environmental issues faced by urban and coastal communities.
SWAC and OTEC are proven clean energy technologies that utilize cold water from oceans and lakes to provide cooling, heat, and electricity for coastal infrastructures and communities. These innovative clean energy technologies have the potential to produce
sustainable electricity, reduce energy-related carbon dioxide emissions, and diversify fuel options all while creating local job opportunities. Our nation’s military is currently investing in SWAC and OTEC technologies for Guam and other military bases in
the Asia Pacific region. Other coastal communities like the U.S. Virgin Islands are also investing in OTEC technologies for renewable energy and water for drinking, agriculture, and economic development.
OTEC uses temperature differences between deep cold ocean water and warm surface water to generate carbon free electricity. With SWAC technologies, cold water is pumped through heat exchangers for cooling buildings. The cost savings can be astronomical,
providing up to 90% savings for government and military facilities, hotels and resorts, commercial and industrial complexes, airports, data-centers, and isolated communities that deploy OTEC and SWAC systems.
