Dear Colleague,

Please join us in urging House appropriators to support the
Defense Community Infrastructure Program (DCIP) in the conference report for the FY20 Defense Appropriations Bill by acceding to the Senate appropriated funding level, which includes $75 million for the DCIP.

Infrastructure surrounding military installations play an important role in preserving military readiness. While the last BRAC round increased the size of some military installations, the surrounding community infrastructure was left behind. Many avenues
to enter military bases are pushed beyond capacity creating traffic congestion and long wait times at gates. If our servicemembers can’t get to their base they can’t conduct training.

Last year Congress created the Defense Community Infrastructure Program (DCIP) to address this pressing need and others like it. Now is the time to fully fund this program to the authorized level and encourage infrastructure projects near military installations.

The DCIP is a grant program for the Federal Government to assist state and local governments in addressing deficiencies in community infrastructure projects. Grants are for projects that are located outside of military installations but in support of military
installations.

These grants require a 20% match and are available to:

  • Transportation Projects
  • Schools, hospitals, police, fire, emergency response, or other community support facilities
  • Water, waste-water, telecommunications, electric, gas, or other utility infrastructure projects

Dear Chairman Visclosky and Ranking Member Calvert,

 

We write to urge you to support the Defense Community Infrastructure Program (DCIP) in the conference report for the Fiscal Year 2020 Defense Appropriations Bill by acceding to the Senate appropriated funding level of $75 million for
the DCIP.

Our military relies on a complex network of roads, buildings, facilities, utilities and land – much of which is located outside of the fence line – to provide the critical training and power-projection platforms necessary to protect our nation. Much of the
burden for providing essential municipal services and infrastructure— including utilities, transit, railways, ports, emergency response and social services — to military installations, service members and their families falls on state and local governments.

Last year Congress created the DCIP, which under the Office of Economic Adjustment, provides grants for the Federal Government to assist state and local governments in addressing deficiencies in community infrastructure located outside of military installations
that directly impact mission readiness and resilience. These grants are awarded under the guidance of the Secretary of Defense and require at least a 20% match from a State or local government.

An investment in this program will directly enhance the critical military value of our bases and have a larger impact by leveraging state, local, private sector and even other federal investments through a matching requirement. This could result in an estimated
$300-$400M total impact nationwide. This is a ready-to-go infrastructure plan that puts our national security as the first priority.

We appreciate the Conferee’s attention and request this investment to strengthen and sustain the work of our nation’s fighting forces.
