Cosponsor H.R. 4371, The Strengthen CTE in Higher Education Act

Introduced by Representatives Lori Trahan (D-MA), Chris Pappas (D-NH),
Kendra Horn (D-OK), and Abby Finkenauer (D-IA)

Endorsed by Association for Career and Technical Education, Advance CTE

Dear Colleague,

Many of our local communities face economic stress and workforce issues today due to the current skills gaps, and our higher education and workforce systems often lack the resources to connect to help address this problem. And as you may know, Perkins is the
primary federal funding source for high school, college and university CTE programs that are critical for preparing students for higher education and jobs in our local and regional economies.

In response to this need, we have introduced the Strengthen CTE in Higher Education Act, which would authorize $200 million in funding to strengthen investments in the nation’s postsecondary CTE programs and build connections across the entire education and
workforce development system. These partnerships will support implementation of programs of study to career pathways in high-skill, high-wage, or in-demand industry sectors and occupations. This bill would also bump up funding for tribally controlled postsecondary
career and technical institutions by $10.5 million.

Eligible recipients of this funding would be postsecondary institutions offering Perkins CTE programs in partnership with each of the following:

  • A local education agency or a consortium of local education agencies
  • An area CTE school (as applicable, in the instance that a school is in the State or local area of the eligible recipient)
  • A State or local workforce development system
  • A four-year institution of higher education

If you have any questions or wish to cosponsor, please contact Wooyoung Lim (, x53411) in Rep. Trahan’s office.
