Co-Sponsor H.Res.531 Opposing Child Labor in the Democratic Republic of the Congo

Dear Colleague,

Please join me in supporting H.Res.531, expressing concern about the worst forms of child labor in cobalt mining in the Democratic Republic of the Congo (DRC).

Throughout the world, young kids deserve to be protected from abuse, treated respectfully, and given the opportunity to learn and grow. Despite progress toward eliminating exploitation, though, the worst forms of child labor continue. In the DRC, underage
children can still be found working in cobalt mines, subject to dangerous conditions. For their futures, we must all do our part.  

In pursuit of transparency and accountability, H.Res. 531 seeks to help put an end to this injustice. Still, the Department of Labor has found practices in the extraction and processing of cobalt that violate international standards. Growing in demand, cobalt
is a strategic and critical mineral used in numerous diverse commercial, industrial, and military applications. Supplying more than 64 percent of global cobalt production in 2018, the DRC is the world’s leading source. A lack of regulation and oversight may
exacerbate conflict by indirectly or directly assisting armed groups, criminal networks, and perpetrators of serious human rights offenses.

Key stakeholders – especially industry groups, trade associations, and private companies – have an individual responsibility to identify, prevent, and take action to halt hazardous child labor in their cobalt supply chains, and to conduct due diligence,
thereby respecting kids’ dignity, avoiding contributions to violence, and advancing sustainable development.
