We write to ask you to join us in supporting the Put Patients First Act which would block the Trump Administration’s Refusal of Care Rule set forth by the Department of Health and Human Services.
The Refusal of Care Rule allows health care entities – from a hospital board of directors to insurance companies to a receptionist that schedules procedures – to obstruct and withhold access to vital health care services, including abortion, sterilization,
gender-affirming care and more based on their personal, religious, or moral objections. These refusals of care mean patients lose access to critical health care. Personal beliefs should never determine the care a patient receives. This rule disproportionately
targets women, particularly women of color and low-income women, as well as members of the LGBTQ+ community and imposes additional barriers to accessing quality health care services.
In the past few months and years, we have seen an increase in attacks on reproductive health and LGBTQ+ rights at both the federal and state level. The Refusal of Care Rule is just one piece of a larger attempt, including attacks on Title X and the Affordable
Care Act’s non-discrimination protections by the Trump Administration and various abortion bans at the state level, to make it difficult for women and LGBTQ patients to access the health care they need. As we see cases of discrimination and infringement of
rights play out in the courts, we must continue to fight for these protections. It’s vital that we defend these rights and show that providers cannot put personal beliefs over patient care.
Over the summer, House overwhelmingly expressed opposition through an amendment to the Labor-HHS Appropriations bill. Please join us once again in opposing this blatantly discriminatory rule by supporting the Put Patients First Act. To cosponsor,
