I invite you to cosponsor the Foreign Entities Reform Act of 2019 (FERA), which requires transparency of foreign-government backed propaganda distributed to American consumers via broadcasting.
reported that the RM Broadcasting, a Russian government supported company, spent $1.4 million to air Kremlin propaganda (via Radio Sputnik) in the Washington, D.C. market in the last two years. RM Broadcasting is currently required to register as a “foreign
agent.” What this legislation would require is that broadcast, cable, and satellite companies will be required to publicly disclose when foreign agents distribute content to the Americans people. The bill also requires broadcasters to announce when content
is backed by a registered foreign entity.
Knowing who is behind the programming on our public airwaves is critical for our democracy. The Intelligence Community confirmed in January 2017 with
high confidence that foreign networks RT and Sputnik broadcast Russian propaganda over American airwaves to manipulate our elections. Volume I of the
Report on the Investigation into Russian Interference in the 2016 Presidential Election (the Mueller Report) also concludes that Russia influenced the 2016 elections by serving as a platform for Kremlin messaging.
My legislation provides much-needed transparency for Americans to know the source of their information. It requires broadcast, cable, and satellite companies to publicly disclose the source of any registered foreign state-based content that is being distributed
to American consumers.
