H.R. 4617 — The SHIELD Act

Dear Colleague:

This week, we are introducing the SHIELD (Stopping Harmful Interference in Elections for a Lasting Democracy) Act, H.R. 4617. This legislation takes concrete steps to protect our country against attempts by foreign actors and U.S. campaign
officials working in concert to interfere with or influence our elections. 

Special Counsel Robert Mueller’s report detailed extensive outreach from the Trump campaign to Russian officials on a wide range of politically sensitive matters. In fact, the investigators and others found that President Trump and at least 17 of his campaign
officials and advisors had more than 100 contacts with Russian nationals and Wikileaks. This report directly contradicts the Trump campaign’s

“there was no communication between the campaign and any foreign entity during the campaign.”

Despite this and irrefutable evidence that the Trump campaign benefitted from an extensive influence campaign by Russian operatives, loopholes in our laws allow this activity to go undetected and unpunished. If these loopholes remain unaddressed, future
elections can be similarly affected by foreign influence operations.

Recognizing the urgency and threat to our democracy, we are introducing legislation this week to ensure that any individual engaging in conduct with foreign actors intending to influence the outcome of our elections will be held accountable by law. The SHIELD
Act will close loopholes that allow foreign spending in our elections, boost disclosure and transparency requirements, and create a duty to report illicit offers of campaign assistance from foreign governments and their agents.

  • Closes loopholes that allow foreign nationals and foreign governments to spend money to influence U.S. elections.
