Cosponsor H.R. 4736, the Honest Elections Act – An Effective Alternative to the “SHIELD Act”

As the Ranking Member of the Committee on House Administration, I invite you to cosponsor HR 4736, the Honest Elections Act, legislation I introduced that will protect against foreign interference in our elections and enact meaningful reforms to existing
law, specifically the Foreign Agent Registration Act (FARA), the Federal Election Campaign Act (FECA), and the Help America Vote Act (HAVA). These laws need to be updated to 21st Century-style policies instead of their current outdated policies
that no longer address the problems and threats our state and local election officials face each time they administer an election.
As we saw in 2016, it’s now legal in many cases for foreign actors to employ very basic methods to interfere in our elections, including infiltrating online forums and social media platforms. This bill would prevent that by reforming FARA to require agents
of foreign principals to register with DOJ, file detailed, regular reports with the Department, and post notices on disseminated information that their speech is foreign-sponsored.
The legislation also requires responsible disclosures for online political ads, cracks down on spending by foreign nationals in elections, incentivize states to ban the practice of ballot harvesting (which is currently
illegal in some states while being legal in others like California) and prohibit any HAVA funds from going to states that allow non-citizen voting.
