Dear Colleague:

Every day, more than 25 million children and thousands of school bus drivers breathe polluted air on their commute to school, which has a negative impact of student health and attendance, particularly for students with asthma and other respiratory conditions.

This issue is personal for me. My hometown of Waterbury, Connecticut is a Title 1 school district, with 72% of students receiving free or reduced-price lunch. When I was a teacher in that very district, many of our students were chronically absent. When
we decided to conduct a study to find out what was causing our kids to stay home from school, what we learned was disturbing. The number one reason our students were absent from school was asthma-related hospital visits.

This is why I have introduced H.R. 3973, the Clean School Bus Act. Children deserve a clean environment where they can learn and where they can thrive. Students like mine should not have to breathe dirty air to get an education.

This bill would authorize $1 billion over five years at the Department of Energy to fund a Clean School Bus Grant Program, providing grants up to $2 million to replace diesel-fueled school buses with electric ones. Further, the
Clean School Bus Act would prioritize applications from lower income school districts. By reducing students’ exposure to diesel exhaust, the bill would significantly cut down on asthma-related health incidents, increasing school attendance.
