Dear Colleague,

We invite you to join the newly formed bipartisan and bicameral Congressional Caucus to End the Youth Vaping Epidemic. As you may be aware, youth e-cigarette use and “vaping” has skyrocketed in just the last year. In fact, in 2018, vaping and e-cigarette
use by middle schoolers and high schoolers increased by approximately 50% and 80% respectively. Teens account for about one-third of all U.S. e-cigarette users, and nicotine use brings alarming detrimental health issues for adolescents. Due to an adolescent
brain not being fully developed until age 25, the Centers for Disease Control and Prevention (CDC) states that nicotine use can harm parts of the brain that controls attention, learning, mood, and impulse control.

Further, health officials in various states as well as the CDC have urged people to stop using e-cigarettes
and other vaping products as they continue to investigate the deaths, hospitalization, and mysterious vaping-related illnesses of numerous teens and young adults.

As Members of Congress, it is our responsibility to preserve the health and safety of our constituents, and particularly that of our youth. This caucus will serve as a forum in Congress to discuss needed solutions to better protect American youth from the
dangers of vaping and nicotine addiction.
