I urge you to support H.R. 2449, the Railroad Yardmaster Protection Act of 2019. This bill would include railroad yardmasters under federal hours of service requirements similar to other safety sensitive railroad employees, including: locomotive engineers,
conductors, switchmen, dispatchers and signal employees. All are currently covered by federal hours of service laws.
Yardmasters serve a safety sensitive and critical role in our nation’s railroad network. They direct the activities of those who work in rail yards and direct passenger and freight trains in their arrival and departure in rail yards across the country. They
are responsible for overseeing the operations of a rail yard and managing the duties of various rail workers, which include directing yard operations, train movements, switching movements, and overseeing train inspections. Currently, yardmasters are not included
under the federal Hours of Service Act, meaning there are no limitations to the number of hours they can work in a day, week, or month.
Specifically, H.R. 2449 ensures that a yardmaster may not be required or allowed to remain on duty for more than a total of 12 hours and then must receive a minimum of 10 hours off duty.
I urge you to support this sensible piece of legislation that provides fair and commonsense protections for our nation’s railroad yardmasters.
