Dear Colleague:

We invite you to cosponsor H.R. 3820, the Effective Drug Control Strategy Act, which would improve the federal government’s response to the addiction crisis. This bill would direct the Office of National Drug Control Policy (ONDCP) to track and review all
federally-funded drug demand reduction activities.

In November 2017, the President’s Commission on Combating Drug Addiction and the Opioid Crisis, chaired by then-New Jersey Governor Chris Christie, issued its final report, which includes 56 recommendations for addressing the addiction crisis. The Commission’s
second recommendation states that ONDCP should establish a coordinated system for tracking all federally-funded demand reduction initiatives, including treatment and prevention programs aimed at reducing substance abuse. As the Commission’s report contends,
“If we are to invest in combating this epidemic, we must invest in only those programs that achieve quantifiable goals and metrics.”

Every day, the lives of 192 Americans are cut short due to a drug overdose. As we work to respond comprehensively to this epidemic that touches each and every one of our districts, it is critical that we have a system of tracking and accountability to ensure
that we have information necessary to combat this crisis swiftly and use taxpayer dollars effectively.

Our bill, the Effective Drug Control Strategy Act, would direct ONDCP to:

  • Work with the National Drug Control Program agencies, including the Departments of Health and Human Services, Homeland Security, and Judiciary, to track and publish online an annual list of all federal programs and grants relating to drug control activities;
    and
  • Review all federally-funded demand reduction activities as part of the National Drug Control Strategy, including an evaluation of the effectiveness of these activities and whether any duplication or inefficiency in these activities needs to be addressed.
