H.R. 2329: Law Enforcement Immersive Training Act of 2019

Supported by the Fraternal Order of Police (FOP), Federal Law Enforcement Officers Association (FLEOA), and the National Association for the Advancement of Colored People (NAACP)

Dear Colleague:

Trust between law enforcement and the communities they serve is essential. It makes citizens feel respected, officers feel supported, and allows communities to work together to fight crime and keep everyone safe. We see what happens when that trust is tested
or broken. The lack of standardized police training can lead to negative outcomes for officers and citizens alike.

That’s why I introduced
H.R. 2329
, Law Enforcement Immersive Training Act of 2019. This legislation requires the Attorney General, through the Office of Community Oriented Policing Services (COPS), to—

Develop an immersive, real-life, scenario-based training curriculum that reflects and prepares officers for the unique challenges of 21st century policing:

  • Improving community-police relations
  • Officer safety
  • Officer resilience
  • De-escalation
  • Use of force and deadly force
  • Critical decision-making and problem-solving
  • Physical and emotional responses to stress
  • Situational awareness

Consult with law enforcement membership associations, grassroots organizations, and national security agencies in the development and dissemination of the curriculum.

Evaluate best practices of training methods and curriculum content to maintain state-of-the-art expertise in immersive learning methodology.

Assist entities seeking to implement the curriculum with expertise and technical assistance.

Certify entities that have successfully implemented the curriculum.

Award grants to state and local government, tribal governments, regional consortia, and other public and private entities to provide law enforcement with greater access to immersive training.

All officers—in departments large and small, rural and urban—should have access to the state-of-the-art immersive training that saves lives and rebuilds trust. This bill is an important step toward finding common ground. If you would like to cosponsor, please
