H.R. 3356 – Veterans Expedited TSA Screening Safe Travel Act – VETS Safe Travel Act:
Provides TSA Pre® for Certain Severely Disabled Veterans

This legislation would provide expedited security screening under Transportation Security Administration (TSA) Pre® to certain qualified, severely injured or disabled Veterans (e.g. limb loss, paralysis, blindness, and require use of wheelchair, prosthetic
or assistive device to aid mobility). There are approximately 70,000 Veterans with an amputee and over 130,000 Veterans who are legally blind in the United States. When many of them travel through airport security with their wheelchair, prosthetics or other
assistive device, it can be a challenge.
Under this legislation, the Department of Veteran Affairs would certify that a Veteran is severely injured and therefore eligible to apply for TSA Pre® free of charge. TSA would process the Veteran’s application, granting access to TSA Pre® provided they
successfully pass the background check and interview process. This benefit is similar to what is already offered to Active Duty, Reserves, and National Guard Service Members.
Additionally, TSA advises severely disabled Veterans to use TSA Pre® in conjunction with the existing TSA Cares hotline. TSA Cares provides passengers with disabilities and medical needs another resource to use before they fly, so they know what to expect
when going through the screening process.
The Honor Flight Network is supportive of this legislation, and believes it would be especially helpful for expediting security checks for the Honor Flight’s Lone Eagle program. Additionally, the Wounded Warrior Project, Disabled American Veterans and Paralyzed
Veterans of America are supportive.
