I urge you to support my amendment establishing the Foreign Threat Response Center within the Office of the Director of National Intelligence (ODNI).

The Foreign Threat Response Center would synchronize and analyze information from across the intelligence community, diplomatic channels, and law enforcement agencies regarding foreign malign influence efforts in our national security, economic activity,
and political processes by Russia, Iran, North Korea, China, and any other foreign government the Director determines appropriate. The Center would be tasked with identifying gaps in the current collection and collation of intelligence on foreign malign influence
campaigns, develop recommendations on how to best fill these gaps, keep Congress informed on these evolving threats, and work with the Department of State to provide the President with recommendations.

According to ODNI’s latest Worldwide Threat Assessment, Russia, China, North Korea, and Iran “probably already are looking to the 2020 U.S. elections as an opportunity to advance their interests” and will “refine their capabilities and add new tactics as
they learn from each other’s experiences, suggesting the threat landscape could look very different in 2020 and future elections.”
