The U.S. Women’s National Team (USWNT) have captivated our country and the global soccer community with their dominance on the pitch and their inspiring fight for equal pay off it.

Stars like Megan Rapinoe, Alex Morgan, and Rose Lavelle have become household names and are already inspiring the next generation of women to pursue their dreams. Most importantly, USWNT athletes are using their stardom to elevate issues that affect women
everywhere – notably pay inequality.

Even at the pinnacle of the sporting world, USWNT players earn significantly less compared to their male counterparts on the U.S. Men’s National Team (USMNT), despite performing the same job, producing equal or more revenue for the U.S. Soccer Federation
(USF) in ticket and jersey sales, and bringing home a fourth World Cup.

Together, let’s support the basic principle that equal work deserves equal pay by holding the USF and its President Carlos Cordeiro accountable for unequal pay practices that reward the U.S. Women’s team less for equal work.

Please join me and Rep. DeLauro in introducing the GOALS (Give Our Athletes Level Salaries) Act, which will prohibit federal funding for the 2026 World Cup until the USF ends their discriminatory practices and provides equal pay for all of its athletes –
male and female.

Specifically, the GOALS (Give Our Athletes Level Salaries) Act would withhold funds for host cities, participating local and state organizations, U.S. Soccer, the Confederation of North, Central American and Caribbean Association Football, and the international
soccer governing body FIFA. Examples include:

  • Visa waivers and other special privileges to visiting FIFA officials
  • Stadium and sporting facility upgrades requiring federal funding
  • Infrastructure funding to state and local governments for World Cup hosting cities

I urge you to join us in cosponsoring this important legislation. If you would like to sign on, please contact Emily Richardson at
Emily.Richardson@mail.house.gov or 202-225-7163 or Liz Albertine in Rep. DeLauro’s office at
Elizabeth.albertine@mail.house.gov or 202-225-3661 by COB on July 15th.

Sincerely,

Doris O. Matsui                                                                                  Rosa DeLauro
