I wanted to make sure you saw this article from the
Huffington Post verifying the administration is planning to make deep cuts to USPS employee benefits. We can help the USPS save money without stripping workers of their hard-earned benefits, that’s why I urge you to cosponsor H.R. 2382.
In 2006, Congress passed legislation requiring the United States Postal Service (USPS) to prefund decades’ worth of health benefits for its future retirees. Reps. DeFazio (D-OR), Reed (R-NY), Fitzpatrick (R-PA), and Torres Small (D-NM) introduced H.R. 2382,
the USPS Fairness Act, to finally repeal this unfair government mandate.
The prefunding mandate is entirely unique to USPS – no other federal agency or private enterprise in America is required to prefund retiree health benefits. The result of this mandate triggered nothing less than a financial crisis for USPS, and it continues
to plague the agency more than a decade later.
The prefunding mandate has cost an average of $5.4 billion since 2007. It is responsible for more than 90 percent of USPS’ losses since then and 100 percent of losses since 2013. As a result of these losses, USPS has largely been unable to invest in new
services, technology, and products, and core services that Americans rely on, including door-to-door service and six-day delivery, have been continually threatened.
It’s beyond time for Congress to repeal this ridiculous mandate, which is why I urge you to cosponsor the USPS Fairness Act. This bill very simply repeals the prefunding mandate.
Despite the challenges of complying with mandate, especially during the Great Recession, USPS has amassed nearly $50 billion for future retiree health benefits. This would be enough to fund premiums for 10-15 years, at which point the agency could return
to a pay-as-you-go system of reimbursing the Office of Personnel Management as it did successfully for decades before.
H.R. 2382 will not only end USPS’s financial crisis but will allow the agency to finally invest in critical improvements, all while maintaining its commitments to retirees’ health benefits.
