Sending Office: Honorable Julia Brownley
Cosponsor the Startup in a Day Act (H.R. 3706)
I write to request your support for the Startup in a Day Act (H.R. 3706), which would provide Small Business Administration’s (SBA) grants to state and local communities to eliminate bureaucratic barriers and streamline the licensing and permitting process
for starting a new business.
As you may know, in 2016 the City of Los Angeles was awarded a $250,000 “Dream Big” grant from the SBA’s Startup in a Day initiative. With that funding, the city developed an online business portal that provides guidance to entrepreneurs seeking to start
a business. This new online portal ensures that small business owners can more easily navigate the myriad of state and local agencies and complete all the necessary paperwork to open their business within one day. Upon completion, the City of Los Angeles portal
was a great success, drawing 60,000 unique visitors in its first 10 months of operation. Further, the open source platform was designed for quick and easy adaptation by other state and local governments across the country.
My bill would establish a new competitive grant program for other states and local governments to implement this open source platform in their own jurisdictions. This will allow even more small business owners nation-wide to apply for all the various licenses
and permits needed to start a business in one day. Expanding the number of jurisdictions that have implemented these one-stop portals will ensure that entrepreneurs across the country can get their businesses off the ground faster and with fewer bureaucratic
Small businesses are the lifeblood of our economy, and we should do everything possible to eliminate government red tape and make success possible for hard-working entrepreneurs.
