International Basic Education Caucus Briefing:

Keeping Girls in School Around the World

Co-Chairs: Rep. Mike Quigley (D-IL) and Rep. Brian Fitzpatrick (R-PA)

 Dear Colleague,

As Co-Chairs of the House International Basic Education Caucus, we invite you to a briefing
today at 10:00 AM on Wednesday, June 19th in 2456 Rayburn HOB on the Keeping Girls in School Act (H.R. 2153) and the need for U.S. foreign assistance to address the barriers that keep adolescent girls out of school internationally.

Globally, more than 130 million girls are not in school. Evidence shows that enrolling and keeping girls in school has positive effects on overall health, economic prosperity, and security for communities and countries. Unfortunately, barriers such as child
marriage, harassment and violence in schools, and social discrimination keep girls from benefiting from long-term, quality education, thereby perpetuating poverty and increasing girls’ risks of health concerns and social disenfranchisement.

The event will feature remarks by Rep. Quigley (D-IL), Rep. Fitzpatrick (R-PA), Rep. Frankel (D-FL), Rep. Susan Brooks (R-IN), and Dr. Kakenya Ntaiya. Engaged at age 5, Dr. Kakenya Ntaiya experienced female genital mutilation as a young
teenager in preparation for marriage in Kenya. Her life was set to follow the traditional path of ending school to become a wife and mother, but Kakenya had a different dream. She negotiated to return to school and was later accepted to college in the United
States. Kakenya went on to earn her PhD in education and returned to her community to fulfill her promise of using her education to help her village.

The Keeping Girls in School Act is a bipartisan, bicameral effort to leverage U.S. foreign assistance to address the barriers that prevent adolescent girls from continuing their education and completing secondary school in countries where there is persistent
gender disparity in educational attainment.
