Dear Colleague:

President Trump recently made the outrageous comment that he would once again welcome foreign interference in our elections. This betrayal of our democracy is dangerous and un-American, and we need to send a message to anyone who might take up the President’s
offer that there will be stiff consequences. That’s why we invite you to co-sponsor the “Safeguard our Elections and Combat Unlawful Interference in Our Democracy Act,” otherwise known as the “SECURE Our Democracy Act.” This important legislation, which we
have introduced in each of the past two congresses, would hold Russia accountable for interfering in our 2016 presidential election and deter future attacks on our democracy by any foreign actor.

The facts are clear and indisputable.  The US intelligence community assessed that “Russian President Vladimir Putin ordered an influence campaign in 2016 aimed at the U.S. presidential election.” Special Counsel Mueller found that “The Russian government
interfered in the 2016 presidential election in sweeping and systematic fashion”, and indicted 12 Russian intelligence officers, 13 other Russian nationals, and three Russian companies, including the Kremlin-backed Internet Research Agency, for their role
in these efforts. And the Treasury Department’s Office of Foreign Asset Control (OFAC) has imposed sanctions on 26 individuals and 19 entities for Russian election interference.

Regrettably, foreign actors continue to interfere in our democracy. A report by the Director of National Intelligence revealed that during the 2018 midterm elections, “Russia, and other foreign countries, including China and Iran, conducted influence activities
and messaging campaigns targeted at the United States to promote their strategic interests.”
In his statement on the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community, Director of National Intelligence Dan Coats wrote that competitors “already are looking to the 2020 U.S. elections as an opportunity to advance
their interests.”

Given that the President has left the door open to these attacks, it is critical that Congress act to protect our democracy from outside interference. Our bill would impose sanctions on any foreign individual or entity who has interfered in a U.S. federal
election since January 1, 2015. The SECURE Our Democracy Act is a commonsense bill designed to deter Russia and other hostile powers, shore up America’s democratic institutions, and improve congressional oversight of foreign interference.
