Dear Colleague,

In the midst of the worst global refugee crisis in history, last year Secretary Pompeo announced a record low refugee cap of 30,000 refugee admissions for Fiscal Year 2019. This announcement effectively slammed the door on thousands of refugees. It represents
an abandonment of American values and continues this administration’s retreat from global leadership. 

That is why I am reintroducing a bill that would establish a minimum floor for the cap the President may put on refugee admissions. The floor established by this legislation would be 110,000 refugees per fiscal year – the same level set by the Obama Administration
for FY2017. I invite you to join me as an original cosponsor on this legislation.

According to the Immigration and Nationality Act, the President shall determine the number of refugees who may be admitted in any fiscal year, as justified by humanitarian concerns or is otherwise in the national interest, before the beginning of the fiscal
year and after appropriate consultation with Congress. Since 1980, the U.S. has resettled more than 3 million refugees and set an average annual goal of 95,000 refugee admissions. 

This year, the Trump Administration bypassed congressional consultation and announced the lowest ever refugee admissions ceiling, at a time when we have the greatest number of displaced people in recorded history. 

My bill would require the President to set the refugee admissions ceiling at a minimum of 110,000 refugees annually. We must fight this administration’s hostility towards refugees and restore America’s global leadership on refugee resettlement. If you would
