Dear Colleague:

We invite you to join us in cosponsoring H.R. 3038, the Secure American Science and Technology Act (SASTA) of 2019.  

Over the past year, we have become increasingly concerned regarding the vulnerability of federally funded academic research to theft of intellectual property, breaches in scientific integrity, targeted cyberattacks, and other forms of foreign interference.
While the university community has been working to respond to these threats, a major challenge they face is the lack of coordination among federal intelligence, security, and science agencies to assess risks and determine specific steps grant-making agencies
should take to address these risks.

In addition to the need for federal agencies to coordinate among themselves, a mechanism does not currently exist for federal agencies to work together with the scientific and university community to address these issues of mutual concern. Furthermore, all
of these efforts to protect our U.S. research investments must also take into account the important role that open science and international collaboration have played in U.S. leadership in science and technology for many decades.

This legislation establishes an interagency working group to identify and track risks, coordinate activities, and develop policy guidance for grant-making agencies and universities. The bill also directs the National Science Foundation, the Department of
Energy, and the Department of Defense to fund a standing roundtable hosted by the National Academies of Science, Engineering and Medicine. This roundtable will create a forum for discussion about the nature of the risks and vulnerabilities, best practices
for mitigating these risks, and how best to prevent undue restrictions on international collaboration and the free exchange of ideas that fuel science and innovation.
