H.R. 2525—Steel Valley National Heritage Area Act

Please join us in cosponsoring H.R. 2525, the Steel Valley National Heritage Area Act of 2019. This bipartisan bill would designate Mahoning, Trumbull, Mercer, and Lawrence counties in Ohio and Pennsylvania as the

Steel Valley National Heritage Area
. National Heritage Areas encourage community-based historic preservation, natural resource conservation, cultural interpretation, heritage tourism, and recreation. To be considered for this designation, an area must have
distinctive historic, cultural, and natural resources that tell a unique story about the United States.

Northeast Ohio and Western Pennsylvania have a rich steel history. For decades, this region was one of the five largest steelmaking areas in the world. Its mills played a fundamental role in the development of our nation—raising great American cities, building
iconic infrastructure, and supplying multiple war efforts. At a time when society was fraught with division, steelmaking created racially, ethnically, and culturally diverse communities forged by a common identity. Steelworkers powered the labor movement,
grew the middle class, and were the economic and cultural lifeblood of the industrial Midwest.

The Steel Valley National Heritage Area would honor this legacy by integrating and promoting steel-related heritage sites, cultural initiatives, and recreational opportunities within the region. To do this, the bill establishes a commission of Ohioans and
Pennsylvanians with knowledge of historic preservation, conservation, economic development and tourism, organized labor, and the arts. To carry out the commission’s management plan, the bill authorizes $10 million over 10 years. Nothing in the legislation
alters existing land use regulations, water rights, or the rights of property owners.

This bill preserves the memory of our industrial steel and manufacturing past while contributing to a proud and promising economic future for the region. The story of Steel Valley is the story of America, and it deserves to be told.
