Cosponsor the Earthquake Mitigation Incentive and Tax Parity Act

Dear Colleague:

Please join us in cosponsoring H.R. 2053, the Earthquake Mitigation Incentive and Tax Parity Act of 2019. This measure would exclude from federal taxation grants that support residential seismic retrofits. These earthquake mitigation measures are already
tax-free at the state level in California.

A study from the Federal Emergency Management Agency (FEMA) once conservatively estimated that earthquake losses in the United States total about $4.4 billion per year. Approximately 84 percent of those losses stem from seismic events in California, Oregon
and Washington, with California alone accounting for $3.3 billion in damages.

To address this significant risk, the California Earthquake Authority (CEA) and the Governor’s Office of Emergency Services established the California Residential Mitigation Program to help residents protect their homes from earthquake damage. Their Earthquake
Brace + Bolt program provides homeowners up to $3,000 toward a retrofit, which costs between $3,000 and $5,000 on average.

Currently, the federal government taxes residents on grants they receive to safeguard their homes from earthquakes. The State of California on the other hand, does not. This bill would grant relief from taxes, creating parity between state and federal
law, and giving homeowners greater incentives to take steps to protect their homes before a disaster.

Instead of simply triaging in the wake of disasters, we should be actively working with communities to help them prepare for the future. This bill is an important first step.
