Sending Office: Eshoo, Anna G.
I invite you to cosponsor H.R. 2355, the Regulatory Oversight Barring Obnoxious (ROBO) Calls and Texts Act of 2019, which creates a new division within the Enforcement Bureau of the Federal Communications Commission (FCC) to focus solely on combatting
Last year, Americans received 48 billion robocalls, making them the top source of consumer complaints to the FCC and the Federal Trade Commission. In a recent congressional hearing, FCC Commissioner Jessica Rosenworcel advocated for the creation of a dedicated
FCC division to combat robocalls.
Specifically, the new Robocall Division would ensure compliance with federal laws relating to robocalls; coordinate efforts to combat robocalls by federal agencies and industry; and actively manage and address consumer complaints regarding robocalls. The
bill also requires the FCC to compel providers to adopt technological standards to prevent robocalls; dedicate staff to conduct research that advances robocall blocking technology; and develop educational resources that inform consumers of the risks associated
The ROBO Calls and Texts Act is supported by the National Consumer Law Center on behalf of its low-income clients, the Consumer Federation of America, Consumer Action, and the National Association of Consumer Advocates.
Your constituents and mine are fed up with robocalls, and while no silver bullet exists to stop all robocalls today, creating the Robocall Division at the FCC will demonstrate to the American people that we take this issue seriously and will do everything
we can to combat the daily national harassments and scams.
I urge you to join me in combating robocalls by cosponsoring this bill. If you have any questions or would like to join as an original cosponsor, you can contact Asad Ramzanali with my office at
