Dear Colleague:

We write to invite you to become a cosponsor of the Horse Transportation Safety Act.

This legislation would close an unsafe and inhumane loophole which gives drivers an incentive to inhumanely transport horses to assembly points then reload them into single level trailers just outside their final destination by:

  1. Prohibiting interstate transportation of horses in a motor vehicle containing 2 or more levels stacked on top of one another.
  2. Creating civil penalties of at least $100 but not more than $500 for each horse involved.

The average horse stands 7’ (15 hands) high and when traveling should at least have adequate headroom to stand with normal posture.  Double deck trailers do not provide horses the ability to do so.

Currently, irresponsible transporters are not only endangering the lives of horses by hauling them long distances in trailers built for shorter necked livestock species like cattle, sheep and swine (ceilings ranging from 4’7”-5’11”), but also put the lives
of other drivers in grave danger.  We have witnessed the dangerous nature of these double decker trailers in several horrific accidents. On October of 2007, fifteen horses died when a double deck trailer carrying 59 Belgian draft horses (normal large load
= 10 horses) overturned on Route 41 in Illinois. Unfortunately, we know that accidents like this are not an uncommon occurrence.
