We invite you to cosponsor the Resident Physician Shortage Reduction Act of 2019. Our bipartisan legislation would help alleviate the physician shortage by phasing in a total of 15,000 new residency slots over the next five years.
This week, medical students across the country will celebrate their “match” into physician residency programs. Too many of their peers, however, will be left without a residency due to the gap between students applying and resident physician positions available.
Equally as troubling, our Nation’s healthcare system is facing a
projected shortage of up to 120,000 physicians by 2030. As our population grows older, the demand for physicians and other medical professionals will only increase. Since it takes up to 10 years to train a doctor, we need to address this shortage now.
Teaching hospitals and academic medical centers rely on support from Medicare’s Graduate Medical Education (GME) program to train physicians. The Balanced Budget Act of 1997 calculated direct graduate medical education (DGME) and indirect medical education
(IME) payments based on the number of trainees in 1996 and capped the number of residency slots accordingly. Training physicians has long been the shared responsibility of medical schools, teaching hospitals, and the Medicare GME program, but this cap on residency
slots limits our ability to keep pace with demand in the healthcare system today.
Congress needs to fix this bottleneck in our Nation’s physician training pipeline by increasing the number of available residency slots. This is why we urge your support of the Resident Physician Shortage Reduction Act, which would add 3,000 new GME residency
slots per year for the next five years. Additionally, our legislation requires the Comptroller General to conduct a study and analysis on strategies for increasing the number of health professionals from rural, lower income, and underrepresented minority communities.
