Over 37,800 veterans experienced homelessness in January 2018. In the last eight years, several cities and states have ended veterans’ homelessness, meaning homelessness among veterans is rare, brief, and non-recurring. This progress is largely due to investments
made by Congress, which include supportive services for mental health and substance abuse counseling and rental assistance through the HUD-VA Supportive Housing (HUD-VASH) program.
The HUD-VASH voucher program is a proven solution for veterans’ homelessness. The VA identifies eligible veterans and provides them with supportive services and case management. Then, local public housing authorities provide rental assistance and help veterans
find housing. However, veteran advocacy organizations report that VA case managers are overloaded, and can’t serve every veteran, so more end up without resources.
To build off the program’s success, I am introducing two bills which are described below:
Veteran Housing Opportunities and Unemployment Support Extension (HOUSE) Act
Summary: Expands eligibility for the HUD-VASH program to include chronically homeless veterans with other-than-honorable discharges, but not dishonorable. These veterans are currently eligible for other VA homelessness programs, and this
bill will allow them to access VA case management resources and HUD housing vouchers under the HUD-VASH program.

Homes for Our Heroes Act
Summary: Provides transparency for the HUD-VASH program to understand who receives vouchers, requires VA and HUD to report on aspects of the program, and directs them to conduct a study on the barriers for recipients in high-cost housing
