Dear Colleague,

Please join me in supporting full funding for the current authorized discretionary levels for the Essential Air Service in the Fiscal Year 2020 Transportation, Housing and Urban Development, and Related Agencies appropriations bill.

Support for the Essential Air Service is a cost-effective way to ensure that taxpayers in small communities would maintain a minimum level of scheduled air service. The Essential Air Service was established out of the Airline Deregulation Act (ADA) of 1978,
which gave air carriers the freedom to determine which markets they serve within the United States.  This vital safety net provides subsidized links with hub airports at over 170 airports in 36 states and territories nationwide that would otherwise lack commercial
air service.

The below letter requests funding for the current authorized levels and language for the Essential Air Service that ensures funds will be made available from other sources.

Dear Chairman Price and Ranking Member Diaz-Balart,

I thank you for your past support of Essential Air Service (EAS) and write to request full funding of this vital program in Fiscal Year 2020.  Specifically, we urge your Subcommittee to fund EAS at its current authorized discretionary level of $161 million
out of the Airport and Airway Trust Fund, in addition to funds made available from any other source under 49 U.S.C. 41731 through 41742.

As you know, the Airline Deregulation Act (ADA) of 1978 gave air carriers freedom to determine which markets they serve within the United States. The EAS program was subsequently established to ensure that taxpayers in small communities would maintain a
minimum level of scheduled air service. This vital safety net provides subsidized links with hub airports at over 170 airports in 36 states and territories nationwide that would otherwise lack commercial air service.

Our nation’s rural and small communities depend on commercial air service for transportation, medical supplies, commercial goods, and access to larger business markets.  By continuing your support of this vital link for rural America, you empower business
owners in underserved areas to compete on a level playing field and preserve hardworking taxpayers’ ability to travel about the country.
