Dear Colleague,

Please join me in sending the attached letter to the House Appropriations Subcommittee on Homeland Security requesting increased funding for the Family Case Management Program (FCMP) in FY2020.  The letter also asks the Subcommittee to direct U.S. Immigration
and Customs Enforcement (ICE) to transition the current program to one that works directly with non-profit organizations with experience and expertise within this area.

According to The Washington Post, more than 70,000 migrants were detained at the border in February, according to preliminary figures, an increase of more than 10,000 as compared to January.  The majority of migrants were Central American parents with children,
who have continued to arrive in record numbers.  These families deserve to stay together. The FCMP allowed non-profit organizations with case management expertise to connect families with certain vulnerabilities to services assisting with finding housing and
accessing health care as their cases moved through our already backlogged immigration system.  The program has a proven track record of near-universal compliance with ICE check-ins and 100 percent attendance at court hearings.
