Dear Colleague:

In a June 2018 letter to Secretary DeVos, my colleagues and I sought additional information from the Department of Education regarding Chinese companies and programs that seek to infiltrate U.S. universities. In the letter, we requested a senior-level working
group to understand how the People’s Republic of China attempts to gather U.S. technology on US. University and college campuses and to develop recommendations for protecting the U.S. technological advantage. The Department’s lack of a response is why I introduced
H.R. 1678, the Protect Our Universities Act. 

Specifically, my bill seeks to:

  • Create a task force for Department of Education to have oversight of critical Department of Defense (DOD), Department of Energy (DOE) and Intelligence Community (IC) funded research projects;
  • Have a strict target for oversight of foreign nationals participating in academic research from our nation’s top four adversaries (China, Russia, Iran, North Korea) in order to protect our academic institutions from coercion and our national security research
    from espionage; and
  • Restrict the use of  malicious technology companies, such as Huawei, ZTE, and Kaspersky, equipment to be used in support of federally funded research projects. (Please note, this list is modeled of FY2019 NDAA restrictions for government use, and the bill
