Cosponsor the Postage Free Ballot Act 

Dear Colleague: 

In 2019, laws and practices that are intended to purposely discriminate, hinder, and prohibit the right of Americans to vote are more prevalent than ever. It is our duty to remove all barriers to voting and ensure that every American can exercise their fundamental
right to cast their ballot. 

That is why I am introducing the Postage Free Ballot Act, to require the United States Postal Service to carry absentee ballots free of charge. The purpose of the bill is to remove a barrier that disproportionately discourages voting by young adults,
seniors, and people with disabilities because they are less likely to regularly use the postal system or purchase stamps. The Postage Free Ballot Act would discontinue the use of individually affixed postage on absentee ballots by requiring
Help America Vote Act (HAVA) funding to be provided to states for postage reimbursement. 
This bill is also included in H.R.1, the For the People Act of 2019. 

According to the United States Elections Projectmillions of Americans voted using an absentee ballot during the most recent general election. These voters paid varied
postage prices to cast a mail-in ballot, adding up to millions of dollars paid by Americans to affix postage to their ballots when mailing them back to their home states. While the price of postage may not appear cost prohibitive, Americans should not have
to pay to exercise a constitutionally protected right. Frankly, the practice amounts to a poll tax.
