Dear Colleague,

I write to ask for your support of H.R. 914, the Responsible Withdrawal from Syria Act. This bipartisan bill would prevent the U.S. from withdrawing its forces from Syria unless that decision can be proven to be beneficial to the national security of the
United States and the safety of our allies in the region.

The bill states that no funds made available to the Department of Defense for the fiscal year of 2019 may be used to reduce the number of members of the U.S. Armed Forces serving on active duty in Syria to less than 1,500 until the Secretaries of Defense
and State, and the Director for National Intelligence submit a report to Congress. The bill requires that the report address 16 key issues concerning national security, such as the current strength of ISIS and the commitment of other countries in the region
to the reconstruction of Syria.
